The shilly-shallying must end. All either of you needs to do is put a note in the mailbox. She can follow up with a formal change of address later, but the post office is the one who should be holding her mail, not you. From the PO perspective, she’s really a pain in the ass. Not that she isn’t from YOUR perspective.

Looks like you definitely ended up in the right neighborhood. And I think the former owner is having a bad case of denial about moving. Sadly, I can kind of identify with her (although she really should have taken care of that mail thing a while ago, no matter what.)
